Incoming Bandwidth is the traffic going into your server. I've seen a few providers start to offer this. Basically outgoing bandwidth is what your server pushing out everytime someone visits/views your website. It is more heavily used then incoming that's why some providers offer it free it's usage is less then outgoing.
