I think it's an integral part of the VPS.
Does this company provide any backup options?

I think that's extremely cheap for any vps deal, you might have problems getting a good shared plan for this money. I suggest considering a shared plan instead with the guaranteed support, you can get this from the host I'm using serverpoint.com.

I think that cheap is not really good concern so far.
I would use affrodable ones like microvps.com. Friend of mine use and he says that the guys use powerful servers and Virtuozzo. I think that big + at least behind the one who use Xen. In your case you may go with them with no regret.
