over optimization of a site

We hear a lot about over optimizing a site these days and that it is not very good for a site. I personally think it is not appropriate as well and one should only optimize as required.

What are your views on it?

Over optimization is like on page optimization where we optimize keyword, meta tags, meta description, robot file etc.
